[dart][dart-dio] Update docs for dart-dio-next

• remove deprecated author field from all pubspec templates
• improve dart-dio-next readme/markdown documentation
• add a lot of dart-doc to model and API classes
• fixes https://github.com/OpenAPITools/openapi-generator/issues/9186

• File the PR against the correct branch: master, 5.1.x, 6.0.x
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
