[typescript-axios] add missing baseName for array params

typescript-axios was missing baseName when applying params where the value is an array.

For example it will generate the following:

if (tags) {
    localVarFormParams.append(tags.join(COLLECTION_FORMATS.csv));
}

But it should be:

if (tags) {
    localVarFormParams.append("tags", tags.join(COLLECTION_FORMATS.csv));
}
