[KOTLIN] Spring Boot Server Generator

Description

This PR aims to add support for a Spring Boot Kotlin sever generator.

  • Additional Configuration options:
    • Swagger annotations
    • Service interfaces
    • Service implementations
    • Default exception handlers
  • Generate README.md
  • Enable optional bean validation using javax.validation.Valid
  • Use RestController instead of Controller annotation (see PR #571 for more info with regard to how it is achieved using the Spring Java generator) Edit: Outside of scope to this PR, will add in later PR.
