[csharp] fix bug with useDateTimeOffset due to incorrect type name

Description of the PR

Fixed the #1524 (closed) issue. Date-time properties were not generated as DateTimeOffset? when the useDateTimeOffset additional property was set to true. The problem was an incorrect case used in the mapping of types for C#.
