Generate BrowserCluster jobs from --scope-extend-paths with fragments

Currently, --scope-extend-paths are normalized and only fetched by the HTTP::Client, thus removing fragments, which can be used to restore DOM states. Instead, pass paths with fragments as BrowserCluster jobs.
